Overview

The Christian Health Association of Lesotho (CHAL) is seeking a Monitoring, Evaluation, Research, and Learning (MERL) Officer to oversee the MERL function for CHAL’s projects and operations. The role involves designing and implementing M&E frameworks, collecting and verifying data, and providing management with accurate and timely information to support evidence-based decision-making.

Key Responsibilities

Monitoring and Evaluation

  • Develop and implement CHAL’s M&E Strategy and Plan.
  • Ensure effective monitoring and evaluation of CHAL projects, programs, and activities.
  • Conduct Routine Data Quality Assessments (RDQA) and implement corrective actions.
  • Monitor performance in accordance with CHAL’s Operational Plan and standards.
  • Compile and analyze monitoring data for planning and reporting.
  • Prepare management reports based on monitoring and analysis of key indicators.

Research and Learning

  • Lead CHAL’s research and learning initiatives.
  • Support operational research in CHAL institutions.
  • Identify key lessons learned and best practices to inform future programming.
  • Conduct program context analysis and review research reports.
  • Facilitate knowledge-sharing sessions and learning events within CHAL and among stakeholders.

Data Management and Reporting

  • Track performance against national health indicators and CHAL service delivery targets.
  • Coordinate the development of monitoring and evaluation plans and tools aligned with donor agreements and workplans.
  • Ensure proper documentation and dissemination of learning outcomes.
  • Support CHAL staff with data-driven decision-making.

Operational and Strategic Support

  • Provide technical support to strengthen M&E capacities within CHAL institutions.
  • Monitor the efficiency and effectiveness of work methods, recommending improvements.
  • Liaise with program staff to strengthen budget management and address financial discrepancies.
  • Ensure compliance with CHAL policies and applicable regulations.

Minimum Qualifications and Experience

  • Degree in Monitoring and Evaluation, Statistics, Economics, or a relevant social science field.
  • Minimum of 3 years of professional experience in MERL for development programs.
  • Experience in project evaluation, data analysis, and reporting.
  • Experience with USAID project management will be an added advantage.
