Job Overview

The Ministry for State President invites applications for the position of Director (Procurement Oversight). The successful candidate will oversee procurement compliance, ensuring adherence to public procurement legislation and promoting principles of transparency, competition, efficiency, and accountability to achieve value for money in government expenditure.


Salary and Benefits

  • Salary Scale: E1 (P512,148 – P532,860 per annum).
  • Leave: 30 working days per annum.
  • Benefits:
    • Optional contributory medical aid scheme through Botswana Public Officers’ Medical Aid Scheme (BPOMAS), with 50% contributions from both the government and the employee.
    • For members of other medical aid schemes, the government contributes 50%.
    • Contract duration of 24 to 36 months, with a gratuity of 30% payable upon contract expiry.

Qualifications and Experience

Education

  • Bachelor’s Degree in Procurement, Supply Chain Management, Accounting, Business Administration, or Finance.
  • Certifications such as CIPS Level 6, CPM, or equivalent are essential.
  • A Master’s Degree in Procurement, CIMA, ACCA, or MBA is an added advantage.
  • Membership in professional bodies such as:
    • Chartered Institute of Purchasing and Supply (MCIPS).
    • Chartered Institute of Logistics and Transport (MCILT).
    • Institute for Supply Chain Management (ISM).
    • National Contract Management Association (NCMA).
    • Botswana Institute of Accountants (BICA).

Experience

  • At least 16 years of relevant work experience.
  • A minimum of two (2) years at E2 level in Government or an equivalent role in parastatals or private sectors.

Key Responsibilities

  • Develop and implement a procurement oversight strategy aligned with relevant laws, policies, and regulations.
  • Review tender evaluation and award recommendations to ensure compliance with procurement laws and advise accordingly.
  • Monitor procurement methods, procedures, and supply chain management processes for compliance and efficiency.
  • Evaluate market trends to recommend cost-effective sources of goods and services.
  • Promote local entrepreneurship by prioritizing the acquisition of goods and services from local manufacturers and suppliers.
  • Monitor supplier performance in terms of pricing, delivery, and quality, providing advice to the Accounting Officer as needed.
  • Ensure adherence to contractual agreements and service standards.
  • Submit monthly and annual procurement reports to PPADB and the Ministry of Investment, Trade, and Industry.
  • Manage staff performance and ensure compliance with public procurement standards.
  • Undertake additional duties as required to support service objectives.
