Information about Learner’s Licence:
If you possess a learner’s licence, you’re permitted to drive only under the supervision of a licensed driver. If the vehicle category you’re operating necessitates a professional driving permit, the supervising driver must also hold such a permit.
A learner’s licence serves as proof of your basic understanding of motor vehicles and road regulations. Valid for 24 months, it cannot be extended.
Different learner’s licences are issued for various vehicle categories:
- Code 1: For motorcycles, including those with or without a sidecar, motor tricycles, or quadrucycles. Applicants must be at least 16 years old for engines not exceeding 125 cc, and 18 years or older for engines exceeding 125 cc.
- Code 2: For motor vehicles such as minibuses, buses, or goods vehicles with a gross vehicle mass not exceeding 3,500kg. Applicants must be 17 years or older.
- Code 3: For motor vehicles with a gross vehicle mass exceeding 3,500kg. Applicants must be 18 years or older.
Steps to Obtain a Learner’s Licence:
- Visit the nearest Driving Licensing Testing Centre (DLTC) to book a test date and confirm the booking.
- Bring along:
- Valid identity document (ID)
- Two identical black-and-white ID photographs (confirm the quantity required with the DLTC)
- Booking fee
- Proof of postal and residential address (e.g., utility bill). If the bill isn’t in your name, the bill’s owner must provide an affidavit confirming your residency, attached to the bill. For residents of informal settlements, a letter from the ward councillor confirming the address is required.

- Complete the Application for Learner’s Licence form (LL1) available at the DLTC. If you’re 65 years or older, complete the Medical Certificate form (MC) as well.
- Undergo an eye test at the testing centre or by a qualified optometrist and submit the form at the testing centre.
- Study road signs, motor vehicle controls, and road rules before taking the learner’s licence test.
- On the test day, submit:
- Booking receipt
- Your ID
- If you pass the test, pay the issue fee.
Processing Time and Cost:
- The learner’s licence is issued on the same day if you pass and pay the relevant fee.
