The successful candidate will oversee procurement compliance, ensuring adherence to public procurement legislation and promoting principles of transparency, competition, efficiency, and accountability to achieve value for money in government expenditure.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Salary and Benefits<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Salary Scale:<\/strong> E1 (P512,148 &#8211; P532,860 per annum).<\/li>\n\n\n\n<li><strong>Leave:<\/strong> 30 working days per annum.<\/li>\n\n\n\n<li><strong>Benefits:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Optional contributory medical aid scheme through Botswana Public Officers\u2019 Medical Aid Scheme (BPOMAS), with 50% contributions from both the government and the employee.<\/li>\n\n\n\n<li>For members of other medical aid schemes, the government contributes 50%.<\/li>\n\n\n\n<li>Contract duration of 24 to 36 months, with a gratuity of 30% payable upon contract expiry.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Qualifications and Experience<\/strong><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Education<\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Bachelor\u2019s Degree in Procurement, Supply Chain Management, Accounting, Business Administration, or Finance.<\/li>\n\n\n\n<li>Certifications such as CIPS Level 6, CPM, or equivalent are essential.<\/li>\n\n\n\n<li>A Master\u2019s Degree in Procurement, CIMA, ACCA, or MBA is an added advantage.<\/li>\n\n\n\n<li>Membership in professional bodies such as:\n<ul class=\"wp-block-list\">\n<li>Chartered Institute of Purchasing and Supply (MCIPS).<\/li>\n\n\n\n<li>Chartered Institute of Logistics and Transport (MCILT).<\/li>\n\n\n\n<li>Institute for Supply Chain Management (ISM).<\/li>\n\n\n\n<li>National Contract Management Association (NCMA).<\/li>\n\n\n\n<li>Botswana Institute of Accountants (BICA).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Experience<\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>At least 16 years of relevant work experience.<\/li>\n\n\n\n<li>A minimum of two (2) years at E2 level in Government or an equivalent role in parastatals or private sectors.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Key Responsibilities<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Develop and implement a procurement oversight strategy aligned with relevant laws, policies, and regulations.<\/li>\n\n\n\n<li>Review tender evaluation and award recommendations to ensure compliance with procurement laws and advise accordingly.<\/li>\n\n\n\n<li>Monitor procurement methods, procedures, and supply chain management processes for compliance and efficiency.<\/li>\n\n\n\n<li>Evaluate market trends to recommend cost-effective sources of goods and services.<\/li>\n\n\n\n<li>Promote local entrepreneurship by prioritizing the acquisition of goods and services from local manufacturers and suppliers.<\/li>\n\n\n\n<li>Monitor supplier performance in terms of pricing, delivery, and quality, providing advice to the Accounting Officer as needed.<\/li>\n\n\n\n<li>Ensure adherence to contractual agreements and service standards.<\/li>\n\n\n\n<li>Submit monthly and annual procurement reports to PPADB and the Ministry of Investment, Trade, and Industry.<\/li>\n\n\n\n<li>Manage staff performance and ensure compliance with public procurement standards.<\/li>\n\n\n\n<li>Undertake additional duties as required to support service objectives.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Essential Competencies<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Deciding and Initiating Action<\/li>\n\n\n\n<li>Leading and Supervising<\/li>\n\n\n\n<li>Analyzing<\/li>\n\n\n\n<li>Formulating Strategies and Concepts<\/li>\n\n\n\n<li>Adapting and Responding to Change<\/li>\n\n\n\n<li>Working with People<\/li>\n\n\n\n<li>Adhering to Principles and Values<\/li>\n\n\n\n<li>Persuading and Influencing<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Application Process<\/strong><\/h3>\n\n\n\n<p>Applications should include the following:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Full name, address, date, and place of birth.<\/li>\n\n\n\n<li>A comprehensive Curriculum Vitae (CV).<\/li>\n\n\n\n<li>Certified copies of academic certificates and National Identity Card.<\/li>\n\n\n\n<li>Two (2) recent work-related references (not older than six months).<\/li>\n\n\n\n<li><strong>For Serving Officers:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Date of appointment.<\/li>\n\n\n\n<li>Present post, scale, and date of appointment to the current position.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>For Candidates from Parastatals or Private Sectors:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Statement of current salary or pay.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\n\n\n<p><strong>Note:<\/strong> All applications from serving Public Officers must be routed through their respective Heads of Departments and Permanent Secretaries.
