The role involves designing and implementing M&amp;E frameworks, collecting and verifying data, and providing management with accurate and timely information to support evidence-based decision-making.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Key Responsibilities<\/strong><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Monitoring and Evaluation<\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Develop and implement CHAL\u2019s <strong>M&amp;E Strategy and Plan<\/strong>.<\/li>\n\n\n\n<li>Ensure effective monitoring and evaluation of CHAL projects, programs, and activities.<\/li>\n\n\n\n<li>Conduct <strong>Routine Data Quality Assessments (RDQA)<\/strong> and implement corrective actions.<\/li>\n\n\n\n<li>Monitor performance in accordance with CHAL\u2019s Operational Plan and standards.<\/li>\n\n\n\n<li>Compile and analyze monitoring data for planning and reporting.<\/li>\n\n\n\n<li>Prepare management reports based on monitoring and analysis of key indicators.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Research and Learning<\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Lead CHAL\u2019s research and learning initiatives.<\/li>\n\n\n\n<li>Support operational research in CHAL institutions.<\/li>\n\n\n\n<li>Identify key <strong>lessons learned and best practices<\/strong> to inform future programming.<\/li>\n\n\n\n<li>Conduct program context analysis and review research reports.<\/li>\n\n\n\n<li>Facilitate knowledge-sharing sessions and learning events within CHAL and among stakeholders.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Data Management and Reporting<\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Track performance against national health indicators and CHAL service delivery targets.<\/li>\n\n\n\n<li>Coordinate the development of <strong>monitoring and evaluation plans and tools<\/strong> aligned with donor agreements and workplans.<\/li>\n\n\n\n<li>Ensure proper documentation and dissemination of learning outcomes.<\/li>\n\n\n\n<li>Support CHAL staff with data-driven decision-making.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Operational and Strategic Support<\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Provide technical support to strengthen M&amp;E capacities within CHAL institutions.<\/li>\n\n\n\n<li>Monitor the efficiency and effectiveness of work methods, recommending improvements.<\/li>\n\n\n\n<li>Liaise with program staff to strengthen budget management and address financial discrepancies.<\/li>\n\n\n\n<li>Ensure compliance with CHAL policies and applicable regulations.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Minimum Qualifications and Experience<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Degree in Monitoring and Evaluation, Statistics, Economics, or a relevant social science field<\/strong>.<\/li>\n\n\n\n<li><strong>Minimum of 3 years of professional experience<\/strong> in MERL for development programs.<\/li>\n\n\n\n<li>Experience in <strong>project evaluation, data analysis, and reporting<\/strong>.<\/li>\n\n\n\n<li><strong>Experience with USAID project management<\/strong> will be an added advantage.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Key Competencies and Attributes<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Strong knowledge of <strong>M&amp;E concepts, project design, and the theory of change<\/strong>.<\/li>\n\n\n\n<li>Excellent <strong>planning, organizational, and time management skills<\/strong>.<\/li>\n\n\n\n<li>Strong <strong>communication and interpersonal skills<\/strong>.<\/li>\n\n\n\n<li>High level of <strong>accuracy, attention to detail, and analytical thinking<\/strong>.<\/li>\n\n\n\n<li>Passion for <strong>capacity development and
