Overview
The Persons with Disability Advisory Council (PWDAC) is a statutory body established under Section 4 of the Persons with Disability Act No. 24 of 2021. Its mandate is to promote, protect, and ensure the full and equal enjoyment of human rights and freedoms by persons with disabilities across Lesotho. To support its operations, PWDAC is seeking to recruit a qualified and experienced Procurement and Logistics Officer to manage the organization’s procurement activities and logistical needs in line with applicable laws and internal policies.
Responsibilities
Procurement Planning and Management
-Develop and execute the annual procurement plan aligned with the Council’s operational budget and workplan.
-Ensure all procurement procedures are conducted in compliance with relevant laws, regulations, and internal guidelines.
Sourcing and Tendering
-Prepare tender and bidding documents and manage the full tendering process.
-Maintain an up-to-date supplier database and ensure transparent and competitive procurement practices.
Contract Management
-Draft, review, and monitor contracts with suppliers and service providers.
-Address any performance issues, disputes, or compliance gaps related to procurement contracts.
Inventory and Asset Management
-Maintain accurate inventory and asset registers.
-Ensure proper storage, tagging, maintenance, and usage of the Council’s equipment and materials.
Logistics Coordination
-Manage transport, accommodation, and travel arrangements for Council activities.
-Support the logistical organization of events, workshops, and official meetings.
Reporting and Record Keeping
-Prepare regular reports on procurement and logistics activities.
-Maintain proper documentation and support compliance with auditing and accountability standards.
Requirements and Skills
Qualifications:
- Bachelor’s Degree in Procurement, Logistics, Supply Chain Management, Business Administration, or a related discipline.
Experience:
- Minimum of 3 years’ relevant experience in procurement and logistics, preferably within the public sector or NGO environment.
- Familiarity with Lesotho’s procurement laws and public financial management systems.
- Experience using procurement management software is an advantage.
