Overview:

The Ministry of Environment and Forestry, through the Department of Environment, is implementing a Global Environment Facility (GEF)-funded project titled “Integration of Natural Capital Accounting into Lesotho’s Policy and Decision-Making for Sustainable Development.” As part of this initiative, the Ministry seeks to appoint a qualified and experienced Project Gender Mainstreaming Officer to ensure that gender perspectives are integrated throughout the project’s implementation.

The successful candidate will support the inclusion of gender-sensitive approaches in data collection, policy recommendations, stakeholder engagement, and capacity-building activities related to natural capital accounting (NCA).


Key Responsibilities:

-Implement and monitor the Gender Action Plan across all project components.

-Ensure that gender perspectives are integrated into data collection, analysis, and reporting processes.

-Assess the differential impacts of project activities on men, women, and vulnerable groups with respect to access and control over natural resources.

-Ensure inclusive participation of all genders in project activities and decision-making processes.

-Conduct gender needs analysis related to natural resource management and sustainability.

-Contribute to the development of gender indicators for project monitoring and evaluation.

-Collaborate with the Department of Gender to train staff, partners, and stakeholders on gender mainstreaming practices.

-Promote and develop gender-responsive policy recommendations aligned with sustainable natural resource use.

-Support mid-term reviews, impact evaluations, and continuous monitoring of gender-related KPIs in collaboration with the M&E Specialist.

-Perform any other gender-related duties as assigned by the Project Coordinator.


Requirements and Qualifications:

Academic Qualifications:

  • Master’s degree in Social Sciences, Sociology, Social Work, or a related field with a specialization in gender.
    • Minimum 5 years of practical experience in gender equality, social inclusion, and mainstreaming.
      OR
  • Bachelor’s degree in Social Sciences, Sociology, Social Work, or related field with a specialization in gender.
    • Minimum 7 years of relevant practical experience.

Additional Requirements:

-Formal training in gender mainstreaming for projects or programs.

-Strong understanding of the gender context in Lesotho and familiarity with working in government or development institutions.

-Proficiency in using gender analysis tools and methodologies.

-Strong report writing, analytical, and communication skills.

-Fluency in both English and Sesotho (spoken and written).

-High levels of integrity and ethical behavior.

-Deep understanding of social development issues such as poverty, discrimination, and marginalisation.

-Ability to engage with diverse communities and stakeholders strategically.
