Overview:

The Lesotho Communications Authority (LCA) is the regulatory body for the communications sector in Lesotho, overseeing ICTs, broadcasting, and postal services. LCA invites suitably qualified and experienced candidates to apply for the role of Broadcasting Officer. The incumbent will play a key role in monitoring compliance with broadcasting regulations, handling complaints, and supporting the Broadcasting Dispute Resolution Panel.


Position Purpose:

The Broadcasting Officer is responsible for ensuring that broadcasting operators comply with the relevant laws, licence conditions, and codes of conduct. The role includes content monitoring, complaint resolution, policy support, and stakeholder engagement to uphold ethical and legal standards in broadcasting.


Key Responsibilities:

Broadcast Monitoring and Compliance

-Monitor broadcast content to ensure alignment with legislative and ethical guidelines

-Conduct compliance audits and recommend corrective actions

-Receive and resolve complaints related to broadcast content

-Submit reports on monitoring activities to the Licensing and Compliance Manager

Broadcasting Regulation and Implementation

-Ensure operators comply with broadcasting laws and licence terms

-Advise broadcasters on regulatory changes and their impact

-Support the development and revision of broadcasting policies

-Conduct training for broadcasters on ethical and legal standards

Collaboration and Stakeholder Relations

-Act as the liaison between LCA, broadcasters, and the public on compliance matters

-Handle inquiries related to content standards and regulations

-Promote public awareness of broadcasting rights and responsibilities

-Provide secretarial support to the Broadcasting Dispute Resolution Panel

Broadcasting Dispute Resolution Panel Support

-Coordinate logistics and prepare agendas for Panel sittings

-Review complaints for eligibility and present them to the Panel

-Maintain records of proceedings and secure all documentation

Continuous Improvement and Innovation

-Identify opportunities to streamline compliance monitoring

-Support adoption of new technologies in regulatory processes

-Analyze broadcasting trends to inform policy updates

-Benchmark and adapt best practices from global regulatory bodies


Qualifications and Experience:

-Bachelor’s Degree in Law (LLB)

-Admitted to practice in the Courts of Law of Lesotho

-In-depth knowledge of broadcasting legislation and content regulation

-Strong compliance and analytical skills

-Excellent written and verbal communication in English and Sesotho

-Effective stakeholder engagement and interpersonal skills

-Initiative, attention to detail, and strong ethical standards

-Ability to prepare formal reports and documentation

-Competence in organizing meetings and maintaining records

-Ability to work collaboratively within teams
