Overview
The Persons with Disability Advisory Council (PWDAC), a statutory body established under the Persons with Disability Equity Act No. 24 of 2021, is mandated to promote and protect the rights of persons with disabilities in Lesotho. PWDAC is seeking a qualified and experienced Finance Officer to ensure the effective financial management of the Council. The successful candidate will play a key role in financial planning, compliance, reporting, and operational support.
Responsibilities
1. Financial Planning and Budgeting
- Prepare annual budgets in collaboration with program and administrative staff.
- Monitor budget execution and provide advice on financial performance.
2. Accounting and Financial Reporting
-Maintain accurate financial records in accordance with international accounting standards.
-Prepare monthly, quarterly, and annual financial reports.
-Reconcile bank statements and ensure all transactions are properly documented.
3. Compliance and Audit
-Ensure compliance with national laws, donor regulations, and internal financial policies.
-Support both internal and external audit processes and implement recommendations.
4. Cash Flow and Expenditure Management
-Monitor cash flow to ensure operational continuity.
-Manage payments, payroll processing, and petty cash systems.
5. Procurement and Asset Management
-Contribute to procurement planning and ensure cost-effective purchasing.
-Maintain an up-to-date asset register.
6. Capacity Building
-Provide financial orientation for new staff.
-Offer financial guidance to program teams as needed.
Requirements and Skills
- Bachelor’s Degree in Accounting, Finance, or a related field.
- A professional accounting qualification (ACCA, CIMA, CPA) will be an added advantage.
- Minimum of 3 years of relevant experience, preferably within the non-profit or public sector.
- Proficiency in accounting software such as Pastel, QuickBooks, or Sage.
- Strong understanding of financial regulations applicable in Lesotho.
- High integrity, strong attention to detail, and accuracy.
- Excellent analytical and communication skills.
