Overview

The Maseru City Council (MCC), under the Ministry of Local Government, is inviting applications from qualified and experienced candidates for the position of Senior Committee Officer. This role is crucial in supporting the administrative functions of the Council and its Committees through effective secretarial and logistical assistance. The successful candidate will report to the Deputy Administrative Secretary and also provide support to the Management Team on behalf of the Town Clerk and Chief Executive.

Responsibilities

-Provide comprehensive committee servicing for the Council and its Standing Committees.

-Prepare and circulate agendas, reports, and meeting papers.

-Convene and attend Council meetings, including agenda conferences.

-Take, prepare, circulate, and archive accurate minutes of meetings.

-Process reports and decisions of the Council and its Committees.

-Provide guidance and support to committee members and Council officers regarding procedures and decisions.

-Monitor compliance with Council procedures and ensure proper documentation.

-Manage Council petitions and questions, and support the Mayor and Committee Chairpersons with briefing documents.

-Liaise with internal departments, local authorities, and external stakeholders as necessary.

-Represent the Town Clerk or Council in interdepartmental or stakeholder meetings, and chair meetings when appropriate.

-Ensure accurate record-keeping of Council minutes, resolutions, and decisions.

-Coordinate the functions and business of Council Committees to ensure smooth operation.

Requirements and Skills

  • A Bachelor’s Degree in Public Administration or related field.
  • Minimum of 2 years’ experience in a relevant administrative role; experience in Local Government is an added advantage.
  • Strong written communication skills and excellent command of the English language.
  • Proficiency in Microsoft Office and general computer literacy.
  • Ability to manage multiple tasks and work collaboratively across departments.
  • Strong organizational and coordination abilities.
  • High integrity, attention to detail, and professionalism in managing sensitive Council matters.
