Overview:

The Petroleum Fund, a statutory body under the Ministry of Finance and Development Planning, is responsible for ensuring the security of petroleum product supply in Lesotho. The Fund is seeking a dynamic and experienced professional to fill the position of Head of Projects. The successful candidate will play a central role in driving strategic projects that impact both the institution and the broader petroleum sector.


Position Purpose:

The Head of Projects will be responsible for providing integrated leadership in planning, execution, and monitoring of strategic and operational projects. This role will contribute significantly to institutional development, stakeholder engagement, and policy implementation to ensure the Fund achieves its mandate efficiently and effectively.


Key Responsibilities:

-Collaborate with the CEO and senior leadership to align projects with the Fund’s strategic goals

-Lead the planning, management, and implementation of key petroleum sector projects

-Identify risks, develop mitigation strategies, and monitor compliance

-Conduct economic and operational assessments to develop new business opportunities

-Draft and manage project-related contracts and oversee audits

-Track project deliverables and ensure adherence to KPIs and timelines

-Prepare detailed progress reports for the Executive, Board Committees, and the Board

-Evaluate the feasibility of new projects and develop resource and growth strategies


Requirements and Qualifications:

Minimum Educational Requirements:

Option 1: Master’s Degree in Project Management, Engineering, Planning, or Business Administration (MBA) plus at least 5 years of relevant experience

Option 2: Bachelor’s Degree in the above disciplines, with a postgraduate qualification in Project Management and at least 10 years of relevant experience

Additional Advantage:

-Experience in the Petroleum or Energy sector is highly desirable

-Proven leadership in managing complex, multidisciplinary projects
