Position Overview

The Ministry of Natural Resources, with support from the European Union under the Metsi a Lesotho initiative, is seeking a qualified National WASH Advisor to provide high-level policy advice, strategic leadership, and technical guidance for the implementation of Rural WASH projects. This role is critical for ensuring access to safe and sustainable water supply and sanitation services in rural communities, schools, and healthcare facilities across Lesotho.


Contract Details

Key Responsibilities

1. Policy and Strategy Development

  • Analyze water and sanitation policies and frameworks to inform project implementation.
  • Develop regulatory frameworks and by-laws for rural WASH.
  • Provide strategic direction to align project activities with national policies and EU funding requirements.

2. Project Management

  • Support the development of annual rural WASH plans, prioritizing integrated activities for communities, schools, and healthcare facilities.
  • Oversee coordination and execution of project activities, ensuring timely delivery.
  • Develop robust monitoring and evaluation mechanisms to track progress and assess impact.

3. Technical Advisory

  • Provide guidance on the design, construction, and maintenance of water supply and sanitation infrastructure.
  • Develop national guidelines, tools, and standard designs for rural WASH delivery.
  • Support capacity-building initiatives for government officials, local stakeholders, and private sector partners.

4. Stakeholder Engagement

  • Foster relationships with government agencies, NGOs, community organizations, and international partners to ensure integrated project implementation.
  • Promote community participation and ownership of water and sanitation services.

5. Resource Mobilization

  • Support rural WASH institutions in identifying and securing additional funding opportunities.
  • Ensure effective budget management in line with EU requirements.
  • Prepare detailed reports and documentation for stakeholders, highlighting project achievements and challenges.

Qualifications and Experience

Education:

  • Minimum Bachelor’s degree in Water Resources Management, Environmental Engineering, Public Health, or a related field.
  • Master’s degree is an advantage.

Experience:

  • At least 10 years of relevant work experience in the water and sanitation sector, project management, and policy advisory roles.
  • Experience working with government at a senior level.
  • Proven track record in capacity building, institutional development, and decentralization processes.
  • Comprehensive knowledge of Lesotho’s water and sanitation sector.

Skills and Competencies:

  • Strong leadership and stakeholder management skills.
  • Policy development and strategic planning capabilities.
  • Excellent analytical, communication, and problem-solving skills.
  • Fluency in English (knowledge of local languages is an advantage).
