Overview:

The Ministry of Finance seeks to appoint a highly experienced and strategic professional for the position of Secretary โ€“ Macroeconomic and Financial Policy. The role is central to the formulation, implementation, and coordination of national economic and financial policies in Botswana. This is a senior government position that requires significant technical expertise, leadership experience, and a proven record in public finance management and policy development.


Main Purpose of the Job:

To provide strategic leadership in formulating and coordinating macroeconomic and financial policies, including taxation, banking, insurance, pensions, fiscal forecasting, and financial inclusion, while strengthening national fiscal sustainability and sovereign wealth strategies.


Qualifications:

  • Bachelorโ€™s Degree in Economics, Finance, Management, or related fields.
  • A Masterโ€™s Degree in a relevant field will be an added advantage.

Experience:

  • Minimum 20 yearsโ€™ experience in macroeconomic and financial policy development and implementation.
  • Should have served at F2 Government level or equivalent in parastatals or the private sector.
  • Preferred exposure to:
    • National planning and economic policy analysis
    • Working with international institutions (e.g. IMF, World Bank, SADC, Moodyโ€™s, etc.)
    • Modelling and research tools (GAMS/CGE, EViews, Excel)
    • Sovereign Wealth Fund and Exchange Rate Policy expertise
    • Fiscal sustainability and economic development strategies

Key Responsibilities:

-Lead and coordinate macroeconomic and fiscal policy development.

-Monitor domestic, regional, and global economic trends for informed policy advice.

-Advise the Minister of Finance on exchange rate policy; chair the exchange rate committee.

-Represent the Ministry in engagements with the Bank of Botswana.

-Guide tax, expenditure, fiscal rule formulation, and risk management.

-Oversee the preparation of the Annual Budget Strategy Paper and budget speech.

-Develop data policies and manage financial data strategies.

-Lead the development of fiscal sustainability frameworks and sovereign wealth fund management.

-Oversee policy development in taxation, banking, insurance, and pension sectors.

-Provide oversight for Government Employee Motor Vehicle and Residential Advance Scheme (GEMVAS).

-Lead the national financial inclusion agenda.

-Collaborate with multilateral institutions, credit rating, and economic surveillance agencies.

-Perform any other duties relevant to national economic governance.
