Overview:
The High Court of Lesotho is inviting applications from qualified candidates for the position of Deputy Registrar. This leadership role is responsible for the management of case flow and coordination of court operations to enhance judicial efficiency. The Deputy Registrar plays a pivotal role in case management, implementation of court policies, and supervision of staff under the Southern Division of the High Court.
Position Purpose:
To ensure effective administration of justice by overseeing case management systems, coordinating court services, and guiding staff performance and discipline, all under the strategic direction of the Registrar of the High Court.
Key Responsibilities:
1. Administer Case Management
-Convene and lead stakeholder meetings for developing case management policies and procedures
-Oversee case flow management workshops and validation
-Implement standards to reduce case backlog and promote early case resolution
-Coordinate execution of case management strategies
2. Manage Court Case Processes
-Establish systems to streamline coordination across court stakeholders
-Supervise allocation, hearing, and disposal of cases
-Monitor and report on case management performance
-Administer judgments and cost taxation processes
3. Coordinate Court Services
-Lead consultations for rule and procedure development
-Consolidate stakeholder inputs into court guidelines
-Draft practice directives and monitor implementation of judicial rules
-Guide directives from the Chief Justice and formulate guidelines for appointments and pro deo management
4. Improve Division Performance
-Oversee divisional projects and develop annual work plans
-Conduct performance appraisals and align training plans with strategic objectives
5. Handle Grievances and Disciplinary Matters
-Manage disciplinary processes for staff under supervision
-Chair proceedings related to staff grievances
Requirements:
- Bachelor of Laws (LLB) degree
- Minimum of five (5) years of experience as an Assistant Registrar
Required Skills and Competencies:
-In-depth knowledge of legal systems and international legal standards
-Strong leadership and interpersonal skills
-Excellent communication, analytical, and problem-solving abilities
-Ability to make sound decisions and handle complex judicial matters
-Ability to manage fiscal and human resources effectively
