Overview:
The Ministry of Natural Resources, through the Lesotho Lowlands Water Supply Scheme Unit (LLWSSU), is seeking to recruit a highly experienced and capable Human Resource / Admin Manager. LLWSSU is responsible for managing a national water supply initiative targeting Lesothoโ€™s lowland regions. The successful candidate will oversee the unitโ€™s HR functions, administrative operations, and support structures to ensure a professional and well-maintained working environment.


Position Purpose:
The Human Resource / Admin Manager will be responsible for the effective management of all HR and administrative activities within the unit. This includes overseeing personnel records, developing HR policies, managing payroll input, handling recruitment support, and ensuring that all office systems, supplies, and employee welfare matters are efficiently managed.


Key Responsibilities:

-Manage and maintain all personnel records, contracts, and documentation.

-Update the company database with new employee information and qualifications.

-Draft and circulate policy documents aligned with legal and institutional standards.

-Collect payroll-related information and assist in preparing reports.

-Coordinate recruitment processes, including publishing job ads and scheduling interviews.

-Develop and implement capacity-building and onboarding programs.

-Provide accurate and timely responses to employee benefit inquiries.

-Oversee office supplies, equipment, and asset management.

-Maintain systematic filing of all office and HR documentation.

-Prepare HR metrics reports, presentations, budgets, and expense reports.


Requirements and Skills:

-Bachelorโ€™s Degree in Human Resource Management or Business Management.

-Minimum of 10 yearsโ€™ experience in a similar managerial role.

-Proficiency with Human Resources Information Systems (HRMIS).

-In-depth knowledge of labour legislation and public service regulations.

-Strong organizational and problem-solving skills.

-Excellent communication, negotiation, and interpersonal abilities.

-Proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint).

-High attention to detail and ability to handle multiple tasks efficiently.

-Strong leadership and team collaboration capabilities.
