Overview:
The Ministry of Natural Resources, through the Lesotho Lowlands Water Supply Scheme Unit (LLWSSU), is seeking a qualified and experienced Finance Manager to oversee financial planning, donor fund management, and compliance for its major bulk water infrastructure initiative in Lesothoโ€™s lowlands. The role is essential to ensuring that all financial systems meet government and multi-donor funding standards, enabling successful project delivery.


Position Purpose:
The Finance Manager will be responsible for developing and implementing robust financial strategies and controls for the LLWSSU. This includes monitoring budgets, ensuring compliance with donor and government financial regulations, managing expenditure, and producing accurate and timely reports to inform executive decision-making.


Key Responsibilities:

-Develop and maintain financial controls to ensure accountability and transparency.

-Authorize, record, and support all financial transactions with proper documentation.

-Monitor budgets and expenditures, including preparing budget forecasts and revisions.

-Liaise with donor agencies to ensure financial reports align with their requirements.

-Submit financial documents and reports in line with Government of Lesotho and donor regulations.

-Implement a computerized financial monitoring system to track project expenses.

-Oversee procurement and payment processes to ensure regulatory compliance.

-Analyze budget performance and provide recommendations for financial improvement.

-Manage contracts for external financial services (e.g., auditing, banking, tax).

-Deliver quarterly progress reports with financial insights and forward planning.

-Perform additional financial assignments as directed by executive leadership.


Requirements and Skills:

  • Advanced degree in Accounting, Business Administration, Economics, Public Financial Management, or a related field.
  • At least 10 years of professional experience in financial management.
  • Minimum 5 yearsโ€™ experience in a similar role managing multi-donor funded projects.
  • Strong knowledge of financial regulations of multilateral institutions and Government of Lesotho policies.
  • Demonstrated project management and budgeting skills.
  • Experience preparing financial statements and conducting variance analysis.
  • High proficiency in Microsoft Office and financial software tools.
  • Excellent communication, analytical, and team collaboration skills.
  • Fluency in English is required.
